Early Game: Pallet Town Through Vermilion City

Beat him and the Boulder Badge lets Flash work outside battle — worth remembering later, since you won’t actually have Flash itself for a while yet.

Mt. Moon connects Pewter to Cerulean, and Misty’s gym waits on the other side. Lt. Surge’s gym in Vermilion runs on a trash-can switch puzzle rather than anything cryptic. Beating him gets you the Thunder Badge, which is what makes Fly usable once you actually find it later on Route 16.

From Vermilion, Routes 9 and 10 lead into Rock Tunnel, which is genuinely dark inside. HM05 Flash comes from Professor Oak’s Aide on Route 2 — but only once you’ve caught 10 different Pokémon, so double back for it if you haven’t hit that number yet. Flash is strongly recommended here, not a strict requirement. You can feel your way through Rock Tunnel blind if you’d rather, but if you don’t want the hassle, Flash is worth picking up.

Mid Game: Celadon, Team Rocket, and the Push to Saffron

Celadon City is where the story actually kicks into gear. Erika’s gym gets you the Rainbow Badge, which permits Strength — you won’t have the HM itself yet, but the permission matters later. Inside the Celadon Game Corner, a Rocket grunt stands guard in front of a poster on the wall; beat him, then examine the poster to trigger a hidden switch that reveals a staircase down into Rocket Hideout.

Pokémon Tower’s ghost is a hard block, not a suggestion. Without the Silph Scope, the game can’t identify what the “ghost” on the upper floors actually is, so there’s no way to fight it or get past it. Clearing Rocket Hideout and beating Giovanni there is the only way to get the Scope — there’s no shortcut around it.

With the Silph Scope in hand, head back to Lavender Town and push through Pokémon Tower. The ghost turns out to be a level 30 Marowak — it has to be defeated, not caught. Past that fight, three Rocket grunts and Mr. Fuji are waiting on the top floor. Rescue him and he hands over the Poké Flute, which wakes the two sleeping Snorlax blocking Routes 12 and 16.

While you’re in Celadon, it’s worth grabbing the Tea from the old lady on the Mansion’s first floor too. There’s no prerequisite for it — you can get it any time you’re in Celadon. Giving it to a guard at any Saffron City gate lets you walk into the city early, but there’s not much to do there yet: Sabrina’s gym stays locked until Silph Co. is cleared, which happens later in the standard route.

From Lavender, head south through Routes 12 through 15 to Fuchsia City.

Safari Zone, Surf & Strength

The Safari Zone isn’t optional side content the way it might look. It’s the only place in the game with Surf, and Surf is required to reach Cinnabar Island — so this stop matters even if you have no interest in catching anything inside.

Pay the entry fee and head in. Two things matter here: HM03 Surf, from the man inside the Secret House, and a set of Gold Teeth hidden elsewhere in the zone. Take the Gold Teeth back to the Safari Zone Warden’s house — outside the Safari Zone proper, in Fuchsia itself — and he’ll hand over HM04 Strength.

Having an HM and being able to use it outside battle are two different things. Surf needs the Soul Badge from Koga before it works in the field. If you grab the HM before challenging his gym — which the standard route has you doing — don’t assume it’s broken when it won’t activate outside battle yet. Strength needs the Rainbow Badge from Erika, which you’ll already have by this point.

Koga’s gym itself is an invisible-wall maze rather than a mechanical gimmick — it’s trial and error more than strategy. Beat him for the Soul Badge, and Surf becomes usable in the field from here on.

Late Game: Saffron, Cinnabar, and Viridian

With Surf field-usable, head into Saffron and clear Silph Co. — the tower in the middle of the city that Team Rocket has taken over. Beat Giovanni again at the top, and the grateful company president rewards you with a Master Ball prototype. Only now does Sabrina’s gym actually open.

Cinnabar Island has two routes, and neither is the “correct” one. Fly to Pallet Town and Surf straight south for the direct path, or go south from Fuchsia through Routes 19 and 20, which runs through Seafoam Islands. Seafoam is the scenic option, not a requirement — it’s also where Articuno lives, if that’s worth the detour to you.

On Cinnabar, the gym stays locked until you find the Secret Key inside the Pokémon Mansion, which is in the basement. Beat Blaine and you’ll get the Volcano Badge — and Bill will also approach you with an offer to visit the Sevii Islands. You can accept now or tell him later; he’ll wait in the Cinnabar Pokémon Center either way. More on that below.

Head to Viridian City next. Its gym has been locked since the start of the game, and it finally opens once the other seven leaders are beaten. The leader turns out to be Giovanni — a rematch, since you’ve already fought him twice, at Rocket Hideout and again at Silph Co. Beat him for the Earth Badge, the eighth and final one.

Eight badges down. Head west out of Viridian to Route 22, where one final rival battle waits before the Route 23 badge checkpoints and Victory Road.

Beat the rival on Route 22 and continue on to Route 23. It has a stretch of water partway up that needs Surf to cross, before you even reach Victory Road’s entrance. Once you’re actually inside Victory Road, the water’s gone — what you’ll need there instead is Strength, for a series of boulder puzzles spread across its three floors. Pack for both; they’re not interchangeable.

FireRed doesn’t use HM Dive — it’s the one HM from that era that never made it into this game, and there’s no area built around it.

Victory Road & The Pokémon League

Indigo Plateau runs the Elite Four as a knockout gauntlet: Lorelei, Bruno, Agatha, Lance, then your rival as Champion, fought back to back with no trip back to a Pokémon Center once you start. You can still use items from your bag between rooms — just not the healing machine.

Opponent Pokémon run from around level 51 on the low end up to level 63 for the Champion’s strongest team member, so the gap between the first fight and the last one is real. There’s no level requirement built into the game itself. What actually matters is coverage: a balanced team in the 50s that can answer Ice, Fighting, Ghost, and Dragon types, backed by a real stock of healing items, will get you further than one overleveled Pokémon carrying the whole run alone.

The Elite Four have a separate, tougher rematch — but it only unlocks later, after finishing the Sevii Islands post-game content, and their teams jump noticeably in level for it. That’s a different fight from the one covered here, worth knowing about but not worth mixing into first-clear prep.

Sevii Islands & Post-Game

Beating Blaine opens the door to the Sevii Islands, but none of it is required to challenge the Elite Four. One Island, Two Island, and Three Island are accessible right away if you accept Bill’s offer, with a genuine — if optional — quest chain involving his friend Celio. Skip it entirely and head straight to Viridian instead if you’d rather; the path to the League doesn’t care either way.

Becoming Champion is what actually opens the rest of the game, and it’s a longer chain than it looks from the outside. You’ll need the National Pokédex first — catch at least 60 Kanto species, then talk to Professor Oak. From there, return to One Island and speak to Celio, who sends you to Mt. Ember to retrieve the Ruby. Bring it back to him and he hands over the Rainbow Pass, which is what actually opens Four Island, Five Island, Six Island, and Seven Island. Completing Celio’s follow-up Ruby-and-Sapphire quest chain after that is what opens Cerulean Cave, makes Mewtwo accessible, and unlocks the tougher Elite Four rematch.
