FireRed has more legendary Pokémon in it than people expect, and the internet’s advice on where to find them is a mess of half-right Gen I memories and outdated “you needed a special event ticket” warnings. Some of that’s true. Some of it changed in 2026. This page sorts out which is which.
One correction up front, since it trips up a lot of returning players: Moltres is not in Victory Road here. That was the original Red and Blue location. In FireRed and LeafGreen, Moltres moved to Mt. Ember on One Island.

Legendary Birds in Pokemon FireRed
Articuno — Seafoam Islands
Articuno is on the lowest floor (B4F) of the Seafoam Islands, on Route 20 between Fuchsia City and Cinnabar Island. You’ll need both Surf and Strength — the cave has a current puzzle that blocks the path until you push boulders into holes to slow the water down. Level 50, one encounter.
Zapdos — Power Plant
Zapdos is the easiest of the three to reach. The Power Plant sits north of Route 10, accessible once you have Surf. It’s a straight walk through with wild Electric-types along the way — no puzzle. Level 50.
Moltres — Mt. Ember
Moltres is at the summit of Mt. Ember on One Island, the first of the Sevii Islands. You’ll reach it once you beat Blaine at the Cinnabar Gym and accept Bill’s invitation to sail out to the Sevii Islands — Kindle Road leads north to the mountain. Strength clears a small boulder puzzle near the top. Level 50.
Save before the battle. In FireRed/LeafGreen, fleeing from a stationary legendary like Articuno, Zapdos, or Moltres lets it reappear after you leave and re-enter the location — but don’t count on later-generation Hall-of-Fame respawn rules if you knock one out instead.
How to Get Mewtwo in Pokemon FireRed
Mewtwo is in Cerulean Cave, and “beat the Elite Four” is only part of what actually opens it — for the full gym order and Elite Four route, our FireRed walkthrough covers that separately. The guard blocking the entrance doesn’t leave until you’ve also cleared the Sevii Islands quest for Celio: deliver the Ruby (found in a chasm at Mt. Ember, One Island) and the Sapphire (from the Rocket Warehouse on Five Island) to upgrade his Network Machine. Only then does Cerulean Cave open up.
Once you’re in, Mewtwo is on B1F, the deepest floor, surrounded by high-level wild Pokémon. It’s level 70 — one of the highest-level encounters in the game — so bring a full team and plenty of Ultra Balls. Save before the fight: if you run without catching it, it reappears after you leave and re-enter Cerulean Cave, but don’t rely on it coming back on its own if you knock it out instead.
Raikou, Entei, or Suicune — The Roaming Legendary Beast
Only one of the three Johto beasts shows up in any given FireRed save, and which one depends on your starter — see the Pokemon FireRed starter guide for the full gym-by-gym case for each one:

It unlocks in the post-game: beat the Elite Four, get the National Dex (60+ species caught), and hand the Sapphire over to Celio during the Sevii Islands quest. Once that’s done, your beast starts roaming Kanto — it relocates to a new route every time you change areas or enter a building, and it tries to flee on the first turn of any encounter.
Two things worth knowing before you start hunting: roaming beasts are guaranteed close to the worst possible IVs in every stat except HP, so don’t expect a strong one. And separately —
Roar bug warning (original Western GBA releases only): On the original Western Game Boy Advance releases, if Raikou or Entei uses Roar to flee a battle, it disappears from that save file permanently — there’s no second chance without starting over. Suicune doesn’t have this issue. The 2026 Nintendo Switch re-release fixes this bug.
Lugia and Ho-Oh — Navel Rock

Original GBA: Navel Rock only opens with the MysticTicket, which was never sold — it was distributed at official Nintendo/Pokémon events during the Generation III era and hasn’t been offered since. You also need the Rainbow Pass on top of the ticket — the ticket alone doesn’t let you board the ferry. Without a legitimately distributed MysticTicket, there’s no normal way to access Navel Rock on an original GBA save. You could still end up with a Lugia or Ho-Oh through a compatible Pokémon trade, but that doesn’t unlock the island itself.
2026 Switch update: This changed with the Nintendo Switch re-release. Pokemon.com’s own announcement confirms the MysticTicket and AuroraTicket are now automatically added to your bag’s Key Items pocket after you defeat the Elite Four and enter the Hall of Fame — no event needed. You’ll still need the normal post-game Rainbow Pass before you can actually sail to Navel Rock or Birth Island, same as always. This isn’t a Switch-exclusive Pokémon situation; it’s the same Lugia and Ho-Oh that were always in the game, just unlocked the normal way now instead of through a discontinued distribution.
One quirk worth knowing: if you knock either one out without catching it, it comes back after your next Hall of Fame entry. But if you just run, you don’t have to wait that long — leaving Navel Rock and walking back in brings it back right away.
Deoxys — Birth Island
Deoxys lives on Birth Island, reached the same way as Navel Rock — except this time you need the AuroraTicket. On arrival, you’ll find a black triangular rock in the middle of the island; interact with it and follow its movements in the correct pattern to make it glow and trigger the level 30 encounter. FireRed gives you Attack Forme; LeafGreen gives you Defense Forme.
On original GBA, the AuroraTicket came from a now-discontinued Nintendo event, and the Rainbow Pass was also required on top of it — same as Navel Rock. On the 2026 Switch re-release, the MysticTicket and AuroraTicket are automatically granted after the Hall of Fame, but the Rainbow Pass is not part of that automatic grant — it still comes from the normal post-game Celio progression on the Sevii Islands, same as it always has.
Can You Get Mew in Pokemon FireRed?
No — and this is worth being precise about, because a lot of pages get it wrong. There’s no in-game Mew encounter anywhere in FireRed or LeafGreen, on original hardware or the 2026 Switch re-release. Mew cannot be caught anywhere inside FireRed itself. Historical event distributions could place a legitimate Mew on a FireRed save — a US Toys “R” Us MYSTRY Mew distribution on September 30, 2006 traded a Mew directly onto FireRed cartridges — but that’s a one-time external distribution, not something built into the game world.
